Prepaid Financial Services

Prepaid Financial Services are the company the council have a contract with to provide your direct payment account. The account is an online bank account with a card facility.

The card works just like any other bank debit card. Payments can be made by:

• a bank transfer
• direct debit
• online payments
• telephone payment

There are no fees to the cardholder for making purchases or using the Prepaid Financial Services (PFS/EML) online account or card.

Making online purchases

When you make an online purchase PFS/EML will verify your identity by sending you a one-time password (OTP) to your phone. You'll need to enter this OTP on the webpage to confirm that you're making the payment. Once this step is completed, you can proceed to finalise your online transaction.

Spending limit

The council will transfer your personal budget funds to this account each month. You cannot spend more money than is held in your direct payment account. Any transaction that is higher than the funds in your account will be declined.
