Application and renewal processes
New parking permit system
A new online parking permit system went live in September 2023, offering residents more control and flexibility, as well as providing reduced waiting time for renewals and new applications.
You can apply for or renew a permit through the NSL-Apply permit system. You will not receive a physical permit as all permit information will be stored online with Civil Enforcement Officers having access to all valid permit information electronically.
Making changes to your permit
If you have a resident permit and need to make changes to your permit, such as changing your vehicle or adding a new or temporary vehicle, prior to your permit expiring, please follow the resident permit user guide (PDF.)
How to switch between multiple vehicles
You must ensure that the vehicle parked in the residents parking area is active on your account by ticking the primary vehicle box, if you have more than one vehicle on your permit.
The permit holder will be responsible for ensuring that only one vehicle is active on the permit at any one time. The permit must be valid for the vehicle when it is parked in the relevant parking zone/area as specified by your permit.
You can change this at any time but failure to do so could result in a PCN.

Who can apply
You can apply for a Residents Parking Permit if you live in a property that is situated within that parking permit zone and your property is eligible for a permit.
You can apply for a Residents Carer Permit if you live at a property eligible for Residents Permits and are dependent on a visitor/carer making frequent visits or are the carer for an entitled resident that is dependent on you.
What you need to apply
Proof of address will be required when applying for your parking permit and this can include:
- Council Tax
- Utilities bill
- Tenancy agreement
- Bank statement
- Driving licence
- Company letter
You will also need to proof that you are either the owner of the vehicle or registered keeper of the vehicle.
- V5C log book
- Motor insurance certificate - this must include your full name, address and vehicle registration number (VRN).
- Letter from your place of work on official letterheaded paper stating that this car is a company car - this must include your full name, address, and vehicle registration number.

Residents Carer Permits will require vehicle proof and a supporting letter from their employer and/or the Resident.
Parking permit fees
Resident permits are £33 a year. Payments can be made online at the end of your application and once the application is approved by our parking team your permit will be activated.
Residents Carer Permits are £5 a year, there is no limit to the number of Carer Permits that may be issued to each eligible property.
