Conditions of use for all permit types
- Only one vehicle may be active on a permit at any one time, including temporary vehicles, if applicable.
- Following your request for a permit, the proof provided will be checked and once approved and paid, the permit will become active from the requested start date. A completed application does not entitle the vehicle to park.
- All permit types are now digital and self-service. It is the responsibility of the driver or permit account owner to ensure that the permit details are accurate and valid.
- Permit parking is only allowed within the designated resident or shared use bays. Please ensure you check the signage when parking your vehicle.
- The permit must be valid for the vehicle at all times when the vehicle is parked in a parking zone during the permitted hours to avoid the issue of a parking fine.
- We cannot allocate parking bays to individual permit holders and the granting of a permit does not guarantee that a space will be available.
- Once the expiry date is reached, it will be your responsibility to renew / re-apply for the permit. Renewal reminders cannot be guaranteed.
- You cannot park trailers or caravans, whether they are linked up to a vehicle using a permit or standing alone.
- All motorcycles must have valid permit when parked in a parking zone within the specified hours of restriction.
- If you need to use a courtesy car or hire vehicle because your own is off the road temporarily, you will need to add this vehicle to your virtual permit and activate for use:
- Temporary vehicles can be included within the ‘Your Vehicles’ section of the webpage to overwrite your existing primary active vehicle.
- It is the permit holder's responsibility to ensure the temporary vehicle details are correct and active and/or removed when no longer required.
- Temporary vehicles will be automatically removed after 1 month or when deleted by the user.
- The vehicle requiring the permit must be of suitable height, width and length to not be beyond the limits for the required parking place, bay or space.
Conditions of use of (On-Street) Residents Parking Permit
- Your permit is valid for a specified zone as shown on your application. You are entitled to park where these zones are marked by signs.
- The permits are valid for 12 months. It will be your responsibility to renew / re-apply for the permit.
- A permit will be issued according to the zone you live in. Not all properties are eligible for a permit. Please check your property's eligibility.
- If you move address or no longer qualify for a permit under the permit scheme – permits must be cancelled online or returned for cancellation.
- Permits are issued as 'virtual' permits. You will not receive a paper copy.
- If you have more than one vehicle included on your permit, you must ensure that the vehicle parked in the residents’ parking area is active on your account by ticking the relevant box.
- Under the Wokingham Borough Council (Prohibition and Restriction of Stopping, Waiting, Loading and Parking Places) (Consolidation) Order 2023. The Council reserve the right under Article 39 to refuse a permit to the owner or resident of any property which has been divided into Multiple dwellings.
- Any permit allocation will be reduced if you have any off-street parking e.g. hard-standing, driveway or garage. If a property has been converted reducing the number of available parking spaces (e.g. using the garage for a study / playroom), then you will not be entitled to apply for a permit to replace the lost space.
- Resident virtual Visitor Vouchers/Permits are not available. Favourite Visitor Vehicles will have no effect.
Residents Permit Documents
When you apply for a Residents permit you are required to provide a copy of one document from the Vehicle Ownership Documentation Category and one from the Proof of Residency Category, see below.
- Proof of Vehicle Ownership Document – to include full name, postal address and vehicle registration mark/number.
- V5c Logbook
- Motor Insurance Policy
- Lease/Hire Company agreement

- Concessionary Proofs – Valid Blue Badge Holders and those of Pensionable age will need to provide the relevant documents.

- Proof of Pension – to include Date of Birth.
- Birth Certificate
- Driving Licence
- DWP Letter to include pension number and/or D.O.B.
- Official document to include date of birth and full name
Entitlement and conditions of use for Residents Carer Permit
- Carer permits may be issued to a registered address within a Resident Permit Parking Zone, permitting a Carer visiting a property within a Permit Parking Zone to park in a residents' Permit Parking Place with a Valid Permit.
- The resident is over 60 or registered disabled and does not own or have regular use of a vehicle.
- The resident is dependant upon a visitor/carer making frequent visits.
- The permit is to be issued to the resident or the Carer/Care Provider/Carer Employer.
- Application to be made for the resident's address and for the vehicle used by the carer.
- The Visitor/Carer will need to provide proof of vehicle ownership and a supporting letter from their employer or the resident.
- Multiple carer permits can be purchased for one property, individual permits should be purchased for each carer.
- All conditions that apply to a Residents Permit also apply to the Residents Carer Permit type.
Resident Visitor Permits
- There is currently no availability for Residents Visitors Permits.
Conditions of use for Key Worker Permit
- When you apply for a Key Worker permit you are required to provide a copy of Vehicle Ownership evidence for each vehicle (Max. of 2 vehicles) and a copy of one of the following to confirm your address and that you are eligible for the appropriate banding:
- Letter from Wokingham Borough Council Housing (Berry Brook Homes) confirming tenancy and appropriate banding fee for the applicant
- Tenancy agreement
- Only one vehicle per property will be valid to park in the following 5 car parks: Carnival Pool Multi Storey Car Park, Easthampstead Road East, Easthampstead Road West, Cockpit Path or Denmark Street car parks.
- The permit holder will be responsible to ensure that only one vehicle is active on the permit at any one time.
- The permit must be valid for the vehicle at all times; when the vehicle is parked in any of the above car parks, during the permitted hours, to avoid the issue of a parking fine.
- We cannot allocate parking bays to individual permit holders and the granting of a permit does not guarantee that a space will be available.
Conditions of use for (Off-Street) and (Country Parks) Permit
- Permits are issued as 'virtual' permits. You will not receive a paper copy.
- If you have more than one vehicle included on your permit, you must ensure that the vehicle parked in the car park is active on your account by ticking the relevant box.
- A permit will be issued according to the car park you have requested.
- Not all of car parks are eligible for a permit. Please check the list of available car parks in the online application form.
- The issue of a permit does not guarantee the availability of a parking space.
- All other car park terms and conditions still apply.
- When you apply for a Car Parks permit you are required to provide a copy of one document from the Vehicle Ownership Documentation Category and any further relevant documents.
- A Car Park permit will not be valid for any vehicle over 5m in length, 2.1m in height and or 3050kg weight.

Country Park Concessionary Permits
Concessionary Proofs –Those of Pensionable age will need to provide the relevant documents.
Proof of Pension – to include Date of Birth.

- DWP (Department for Work and Pensions) Letter to include pension number and / or Date of Birth
- Official document to include Date of Birth and full name
School Permits
School permits are only valid during the academic year and have specific weekday (Monday to Friday) times they can be used. Please see below:
- Easthampstead Road East and Denmark Street car parks (Wescott Infants School) - 8.30am to 9am and 2.45pm to 3.15pm
- Easthampstead Road East and Denmark Street car parks (Westende Junior School) - 8.25am to 8.55am and 3.10pm to 3.40pm
- Easthampstead Road East and Denmark Street car parks (St. Teresa’s Catholic Academy) - 7.50am to 8.55am and 3.05pm to 3.35pm
- Headley Road, Woodley Car Park (Beechwood Primary School - 8.30am to 9am and 3.05pm to 3.35pm
- Also valid in Lytham Road East and West, Woodley car parks
- Ambleside Nursery School online bookings are entitled to use Headley Road, Lytham Road East and West Car Parks
- Required to book online for each session used, for a maximum of 100 sessions per application, and the correct vehicle registration supplied at the time of booking a session.
- Vehicles are allowed to park in a booked parking session 5 minutes before the start of session and 15 minutes after the parking session ends.
- Only one drop off time and one pick up time may be used for each session booked.
- Maximum number of vehicles is 3 per application one vehicle active at any one time.
- You must ensure the vehicle used for booking a session is active on the permit.
- Only valid applications accompanied by the school application form and stamped approved by the respective school will be accepted.
- You will need to apply for a school permit before you can use the parking booking system.
