Council Plan
Introduction
This plan is the council’s most important strategic document. It sets our vision and priorities for the next four years, providing the framework for decisions about how we plan services, allocate resources and measure progress. It supports setting performance objectives for our staff and commissioned services, ensuring these are clearly linked to priorities, and enables the council to be monitored and held to account.
Our Council Plan has been developed with input from elected members, council officers, partner organisations and feedback from communities, whilst taking into account our existing priorities and work underway, and the challenging economic and environmental conditions that we are working in.
The plan reflects the urgent need for decisive action to address the climate crisis and to meet our net zero carbon targets for the borough, as set out in the council’s Climate Action Plan.
We will continue to work together with our partners to respond to community needs, while prioritising our spend, maximising efficiency and empowering community groups to provide support within their areas of influence.
A Delivery Plan will be published on an annual basis, setting out how we will deliver our priority outcomes and contribute towards achieving our vision for the borough.
About the Borough
The Borough of Wokingham is a unitary council in Berkshire. It includes the main town of Wokingham and local centres including Woodley, Earley, Twyford, Finchampstead and Shinfield.

- A growing population, increasing by 15% over 10 years (the third highest increase in the southeast), with 28.2% growth in those aged over 65
