Application for a Personal Budget for Young People aged over 16 to 25
The standard offer of Travel Assistance for students aged 16 to 19 is a Personal Transport Budget (PTB). A PTB is a direct payment to you and is designed to help you to get your child to school/college. It replaces Council-Organised Transport (COT), although requests for traditional transport methods will be considered on a case-by-case basis.
You should only complete this form if you are a resident of the Wokingham Borough and have parental responsibility for the child you are applying for.
Decisions regarding assistance will be made based on information provided. Incomplete or unclear information may result in a decision not to provide assistance, or your application form being returned to you for full completion, which will delay any decision regarding provision of assistance with travel. Applications are usually processed and travel assistance in place within 20 working days.
For applications received by the Community Transport Team after 31 May there may be delays in processing applications or providing travel assistance. This is due to a number of factors, including the time required for route scheduling and the reduced availability of schools to confirm information during the summer months.

The older a young person (YP) gets, the more important it becomes that they are supported to develop the skills and confidence to travel more independently. This is essential to support the young person’s transition to adulthood. The Council wants to support as many young people as possible in their move to greater independence and has developed a programme of Independent Travel Training, which is open for parents to apply for at all times of the school year.

The offer and type of Post-16 transport remains at the discretion of the Council, but we will take into consideration individual circumstances and the needs of your child (including a consideration of your application form, the EHCP and any current transport risk assessment that the Council has undertaken.)
Our travel assistance policies set out that wherever appropriate, our preferred type of travel assistance is independent travel training. This gives children and young people the skills and confidence to travel independently on public transport and helps prepare them for independent adult life.
