The notice showing parking suspended between 2nd and 7th July was changed to one suspending parking between one minute past midnight on 10th to 14th July. I wish to know:
1. How many other people were also issued with penalty notices on Remenham Lane in the area near Remenham Church before around 14:00 on 10th July (when we found a Civil Enforcement Officer issuing penalty notices) because the notices had been changed in their and our absence?
A total of eight PCN’s were issued during on the 10 July on Remenham Lane.
2. How much did Wokingham Borough Council make from fines wrongfully issued on 10th July in the Remenham Church area?
No PCNs were issued wrongfully. We believed a contravention had occurred and issued a PCN accordingly. Of the eight PCNs issued; three cases were cancelled following an appeal; five cases were paid totalling £175.00.
Any PCN issued provides the driver the right to appeal or make payment to close the case.

a) Does the contractual arrangement between Wokingham Borough Council and NSL involve payment by results e.g. the more tickets issued and fines paid, the better the revenue for NSL?
There is no contractual arrangement relating to the issuing of Penalty Notices. The contract is based on the number of enforcement patrols undertaken across the whole borough. If during the patrols a contravention is witnessed, a PCN will be issued. There are no incentives or payments related to the number of PCN’s issued.
b) If so, what are the relevant terms of this contract?
As above.
4. What is the charge to Wokingham Borough Council for an appeal to the Traffic Penalty Tribunal?
There is no specific charge for appealing to the Traffic Penalty Tribunal.
