a) Please specifically focus on the consultation process with local residents detailing who was consulted and what was the outcome of the consultation if this is known. If unknown please provide details of whom holds that information for each individual TTRO.
The notification process for each TTRO varies depending on the nature and impact of the works. In general, residents, businesses, local councillors, emergency services, and other key stakeholders are notified where appropriate. The level of consultation depends on the potential disruption caused by the restriction.
b) Please provide details of how it was decided which residents to consult prior to the TTRO being issued?
Who is sent the notification is determined based on the expected impact of the TTRO. Residents and businesses directly affected (e.g., those on roads subject to full closures or significant restrictions) are prioritised.
Consideration is also given to schools, emergency services, public transport providers, and other relevant stakeholders to ensure they are informed of any potential disruption. The extent of notification may vary depending on the scale and nature of the works.
c) Please specify exactly what you define “consulted” to mean?
For the purposes of TTROs, consultation typically means notifying affected stakeholders. This can be done via direct letters, emails, public notices, or online publications, depending on the nature of the works. The notification gives details of the restrictions and provides an opportunity for those effected to contact the works promoter to discuss any special requirements needed. The works provider will always try to accommodate requests if possible.
d) Please provide details of any reasonable adjustments, as defined by the Equality Act 2020, made when considering a TTRO?
Reasonable adjustments may include providing information in accessible formats (e.g., large print or braille), ensuring alternative pedestrian routes are accessible for those with disabilities, and considering the needs of known vulnerable individuals when planning works and diversions.
e) Please provide any research carried out into whether the consultation process carried out by 3rd parties was effective and satisfied WBC’s conditions for issuing a TTRO?
No specific research has been conducted by Wokingham Borough Council into the effectiveness of third-party notifications. However, feedback from residents and businesses is reviewed to assess whether engagement was satisfactory and whether improvements are required.
f) Provide support documentation proving that residents were informed/ consulted prior to a TTRO being issued in every case.
Documentation regarding TTROs (such as notification letters, emails, or stakeholder lists) is held by the works promoter. The council does not retain all individual records but can provide details of who was responsible for each TTRO.
g) Provide details of all correspondence issued where a contractors performance of his duty to inform/ consult prior to a TTRO being issued is being questioned or verified.
Any correspondence questioning or verifying a contractor’s performance in fulfilling its duties is case-specific. While we do not centrally store such correspondence, we can review records for specific TTROs if further details are provided.
