To be clear, each point requests data from the start of 2016/17 academic year (so from September 1, 2016 to today).
1. For each special school in your council area, please can I request the local authority commissioned places for each academic year.
We fund all the places (@ £10k pa per place) at the two state Special Schools: Addington School (maintained) and Chiltern Way Academy (Academy converter). We don’t use all the places though, other LAs place children there, paying top up and while they don’t directly reimburse Wokingham Borough Council for place costs (£10k pa) the contributions of local authorities are balanced through the import export mechanism. DfE’s High Needs Operational Guide 2021/22 makes it clear that the term commissioning refers to the LA placing children (“The commissioning local authority (the local authority in which the student is ordinarily resident)” S75).

The other special school in the Wokingham area, High Close School, is a Non Maintained Special School. We only commission places for individual children.

2. For each of these schools, please can I request the capacity of each of these schools for each academic year, so how many children can physically fit in each school.
We do not hold this information. There is no official measure of special school capacity. The number of children will depend on the needs of children (fairly obviously a school with a very high student to staff ratio is likely to be able to accommodate fewer children than one with a low student to staff ratio).
