1. Please could you send me a file in Excel format or similar of every Right to Buy valuation in your area between 1.4.2000 and 1.4.2012? Please could this list include in columns (a)-(i):
a) the postcode (or if necessary a partial postcode),
b) the valuation date i.e. the date the valuation refers to,
c) the final valuation figure in £,
d) whether this final valuation resulted from an appeal,
e) the £ discount that was applicable,
f) whether the applicant was in receipt of housing benefit,
g) whether the Right to Buy purchase went ahead,
h) where applicable the final purchase price,
i) where applicable the sale completion date

Clarification was sought due to the size of the request, however no response to clarification has been received so we are closing this request.

I have had a meeting with the Right to Buy manager about the request due to the scope of the request. The period being asked for was 2000-2012 and unfortunately our reports from that period are not very detailed and complete. This would mean that we would manually need to review files and records, which given the time period being asked for we may no longer hold complete records for. To manually check through and supply information we do hold for this 12 year period would exceed the appropriate limit of 18 hours under the FOI Act. Therefore the request is refused under Section 12. Under Section 16 of the Act we have a duty to provide advice and guidance.

Our records are more complete and easier to manipulate for more recent years, and we should be able to supply a years worth of data from 2017-18 period onwards as this is when our recording and process became more refined. However, we would advise avoiding 2020-21 period as this is not a particularly useful period of data (due to Covid-19 there were no completed sales for this year). We may also not be able to determine whether the final valuation resulted from an appeal or not and depends on whether this had been recorded.
