I am writing to you under the Freedom of Information Act 2000 to request the following Information. I am getting in contact asking information regarding their road maintenance policies such as:

1. Has the council moved to a risk based approach when it comes to fixing potholes? If so, when did this happen? Ideally, month/year but if not possible just year?
Wokingham Borough Council uses a risk-based approach to the investigation and repair of road defects (including potholes). The Council’s approach is explained in the Wokingham Highways Inspection Policy (WHIP), which forms Chapter 2 (Highway Network Maintenance) of the Wokingham Highways Maintenance Management Plan (HMMP). The HMMP was last revised in November 2022 and a copy of Chapter 2 is attached. In addition, the complete HMMP is available on the Wokingham Borough Website at:

Wokingham Borough has used a risk-based approach for a considerable period, however some details of the approach were modified to accommodate a new term maintenance contract that started in April 2019.

2. What is your safety inspection regime in terms of checking roads?

3. How do you classify road defects? Do you have a guide for this?

4. Do you have any guidance on when a repair needs to be made? ie) how big does a defect need to get?

5. What is your intervention/investigatory criteria specifically for potholes? Has this changed? Could you provide me with the previous criteria, if so?
There has been no change in the intervention/investigatory criteria for potholes. As in the answer to question 1. above, details are available in the Wokingham HMMP.
