1. Please will you provide me with your councils’ policy for addressing poor housing conditions in residential mobile (park) homes. If you do not have a policy, please provide details of the process or procedure used to assess and address poor housing standards in residential mobile homes in your area.
Our Enforcement and Safety department do not have a policy. We use environmental health enforcement tools where appropriate/applicable and would have regard to our enforcement policy.
Our housing investigation process is primarily service request led – ie on report from resident’s.
Depending on the nature of the alleged poor housing condition, we may use a similar approach to that used for any housing types which are covered by Part 1 of the Housing Act 2004, and whilst not applicable to caravans, would consider assessment having regard to the principles of the Housing Health and Safety Rating System, as it relates to potential hazards which may be injurious to health. We would utilise available legislation, for matters relating to safety where caravans are rented eg. The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020.
Should potential poor housing conditions, relate to the site on which the caravan is stationed, we would consider enforcement of the provisions of the site licence, where applicable (under the Caravan Sites and Control of Development Act 1960 (as amended).
Caravan Sites (as opposed to individual caravans) are separately subject to a programme of inspection. They may additionally be inspected on triage of a housing condition service request.
