Sometime between 21 July and 2 September 2021 the parking regulations at Dinton Pastures (and perhaps elsewhere) were modified by redacting certain words on the signage alongside the ticketing machines. In particular, where the signs used to read "No requirement to display ticket in vehicle" they now read "display ticket in vehicle" because words previously there have been blacked out.
1. I would like to know when this change was made, who authorised or mandated this change and the full reasoning behind this change.
New machine stickers were produced to assist drivers in understanding the one vehicle per payment card and the pre-authorised (pending) amount being charged. This also included no requirement to display a ticket in the vehicle. However this is still a requirement in the regulations at this car park and was therefore blacked out.
2. Please send me all and any documentary evidence including reports, minutes of meetings, output of investigations and emails or other correspondence justifying why this change was necessary.
We intend to remove this requirement when we update the Parking Order which will be advertised shortly.
Internal Review: The Highways officer has now responded by saying that no further information is held by the Council that relate to your FOI request. This is likely to be because any discussions on this issue were conducted verbally. As you may be aware, verbal discussions and decisions are not disclosable under the Freedom of Information Act 2000.
