1. I would like to be supplied any information within scope relating to the operation of the parking machines at Dinton Pastures. I would like to know details of the payment processing processes for those machines, and if available any technical references about the machines themselves; which company were they supplied by, which company is the credit/debt card processor/merchant provider.
See attached brochure covering this type of machine. The machines were provided by a company called Flowbird. The payment process for these machines offers multiple methods. Please see our FAQ on methods of payments. Our merchant banking provider is 3C Com.
2. Also, minutes of any meetings where the functionality of these machines was discussed; especially relating to refunds where parking charges were incorrectly levied. In particular I would be interested to know why it was not deemed important to have a facility to refund incorrectly levied parking charges back to the original card used for payment.
We do not hold this information. All payments are processed and transferred to the Council’s bank. We do not hold the full card details therefore any refunds will be processed by the Council. We can offer a refund by cheque or bank transfer if the customer provides those details once we have confirmed the transaction details were incorrectly levied.
