1. Reviewing parking fines in the borough and reasons for appeal granted I see that in Request ID 14481 a significant number of appeals were successful on grounds of 'mitigation and 'rep accept letter. Please provide a further breakdown of these reasons into sub categories. For instance in the financial year 2020/21 971 appeals were successful of grounds of mitigation and rep accept letter out of a total of 1959 which is roughly half.

Wokingham Borough Council are unable to provide this information. The Council is applying Freedom of Information Act Section 12 exemption.

We would need to check every single PCN to determine what, if any additional subcategories we could provide. We don’t hold this information in that format at present. Currently we only provide a breakdown of cancellations under the following headings to protect any sensitive/personal material provided in the Informal Challenge or Representation;

We have a purge process in place that removes all documents from the cases after 2 years. This purge process is automated and is actioned daily. The remaining cases would need to be reviewed individually. We estimate 3-5 mins per case to determine the information being requested and this would take approx. 150 hours. Therefore, Section 12 exceeding the appropriate limit is met by this figure. There currently isn't a way that we would be able to propose a method to refine the request and provide a portion of the information due to how it is captured within the appropriate limit.
