We have issued 16,403 PCN’s between 1 Jan 2022 and 31 Dec 2022.
2. Who is responsible for the parking services management? (Name, job title)
Geoff Hislop Parking Manager Highways, and transport.
3. Do you outsource your current parking services management? Yes
a) If you DO outsource:
i. What is the total size of the contract in terms of costs paid? (If this is broken down into smaller parts of the contract, please provide details) Spend on the contract from start to date is £2,943,433.75
ii. What contract type do you currently have? Management (i.e. site is owned by you but managed by a third-party) or Concession (site is owned and managed by third-party) Management type contract
iii. Do you have separate contracts for off-street vs on-street parking? Or are they bundled into one contract? One contract for both on and Off-Street enforcement.
iv. What services are required as part of the contract? (e.g. wardens/revenue collection, security staff, backend services) The contract covers enforcement officers, Ticket Machine first line maintenance, Cash collection, Bailiff Services, RingGo telephone payments contract, Issuing of statutory Documents, Informal challenges, Back office system supply, Permit system supply. CCTV enforcement.
v. Is there future potential for capacity increase or the addition of further services? Yes, to include Moving Traffic Enforcement.
vi. Who is your current parking provider? NSL
vii. Which other providers have you used in the last 20 years, if any? (Please provide details of recent contracts and providers, with dates): The service was provided in house prior to this contract.
viii. When did your current contract start? When does the contract end? Is there an extension period, and if so how long is it? Started 2 Oct 2017 for 5 years with 2+2 extension which have already been awarded. Contract ends 01/10/2026
ix. When going out to tender, do you use a framework or is it an open tender? Open tender
