I would like to submit a FOI Act 2000 to the council. Please would you share your responses, where available, to the following questions:

1. What is your current energy management software solution? STARK

2. Who is the provider for this current solution? STARK

3. What is the current contract cost annually? What was the cost to implement? The Council are refusing this question under Section 43 of the Act (Commercial Interests). In releasing Energy Management Contract information this would impact on our ability to negotiate and consider the tender applications in a fair manner.
The Council have to consider getting the best value for money in using public funds with the services it provides and commissions. Releasing this information would not only harm the current provider, this could lead to the Council paying higher energy costs in the long run, and prevent us from getting the best value for money from future contracts.
It would not be in the Public Interest in releasing the information as to do so would hinder the Council in achieving the best value of public monies being spent. Therefore the exemption outweighs the public interest and the exemption applies.

4. When did this contract begin, and what is the date for renewal? Contract began in 2010

5. Are there any exit fees for this contract renewal? No

Regarding Energy Bureau Services:
6. Do you currently have a provider or supplier for energy bureau services? No

7. If so, what are the annual costs? And what are the contract dates? The Council are refusing this question under Section 43 of the Act (Commercial Interests). In releasing Energy Management Contract information this would impact on our ability to negotiate and consider the tender applications in a fair manner.
