6. Do public EV charging points need planning permission in your Local Authority? Please select one…
YES / NO
That depends on the scale of the proposal and the location it is placed. For example according to Schedule 2, Part 2, Class D of The Town and Country Planning (General Permitted Development), planning permission is not required for the installation of a wall mounted electrical outlet for recharging of electric vehicles as long as the area is lawfully used for off–street parking. For installation to be classed as permitted development, the electrical outlet (and its casing) must not:
• Exceed 0.2 cubic metres
• Face onto and be within two metres of a highway
• Be within a site designated as a scheduled monument
• Be within the curtilage of a listed building.

If yes, to provide any information above, please about your strategy that you would like to add. This might include your wider opportunities and challenges, opportunities, EV charging installation targets, renewable energy mixes, speeds, etc.
Please note this question is optional.
No but we are working towards that. We have undertaken an EV Overview and Benchmarking and we are developing a Low Carbon Transport Strategy with specific reference to EVs. As transport is the largest source of carbon emissions within the borough, a set of actions has also been developed within our climate emergency action plan to reduce the impact of transport.

c) Wholly third party owned and operated
a) Local Authority owned and operated
10. What is the greatest barrier to the deployment of EV charging points? Please select one…
a) Cost
b) Energy network constraints (lack of network capacity)
c) Lack of demand from members of the Public
d) Changes in technology making installations redundant
c) Lack of demand from members of the Public?
Based on the outputs of the Electric Vehicle charging public engagement that was conducted earlier in the year (24/03/2021 - 30/04/2021) the greatest barriers to the electric car ownership are: availability of a chargepoint at destination, vehicle purchase price and range anxiety (the ability to complete your journey within your battery range). From the Council perspective is the cost and the risk that technological changes may mean the existing charging infrastructure may be out of date in the future. However, for the latter one we are trying to future proof where possible by avoiding local monopolies and actively monitoring EV market.
