Follow on from WBCIR:15399
Essentially I'm trying to understand how many households normally pay council tax and of those, how many do not pay by Direct Debit and are therefore not automatically in line to receive the upcoming Council Tax rebate.
Based on recent reports we have approx. 36,600 A-D band properties of which approx.. 8,600 are not direct debit payers and therefore will not automatically receive the upcoming Council Tax Rebate and will have to follow an application process.
Can you therefore clarify if the overall figure for the no. of households that pay council tax excludes those exempt from paying Council Tax and those who receive 100% Council Tax support? i.e. is it a true figure for households that actually pay Council Tax and not a figure for the total number of banded properties in the local authority area? For example, this latter figure could include pensioners who are exempt from payment.
This above figure excludes households that are exempt from paying council tax for one reason or another but does include households in receipt of 100% Council Tax Support and does include households with exemptions class N, S, U and W
In addition, does the figure for non-DD payers mean people who actually pay council tax but just by other means than DD? If those exempt from council tax payments or those who receive 100% were included this would not show the true number of people who pay Council Tax by other means than DD.
No the approx. 8,600 households includes in receipt of 100% Council Tax Support and does include households with exemptions class N, S, U and W as mentioned above.
It might be helpful to disaggregate the figures like so:
1. No. with Council Tax accounts payable (not including those exempt or receiving 100% support)
2. Of those, the no. that do not pay by DD (those who do pay Council Tax normally, just not by DD)
8,600 non DD payers of which approx.. 220 accounts are in receipt above exemption classes and approx.. 2,100 are in receipt of CTR support.
However please note our reporting does not report the exact amount of the CTR support given to each household.
Therefore of the 2,100 households in receipt of CTR support some are not all likely to be in receipt of 100% CTR support and a large majority could be in receipt of a lower CTR support % and therefore the households would have some level of council tax to pay.
