1. Please can you provide a full index inclusive with all folders and subfolders (and versions of documents if applicable) enclosed with the names of all the documents you hold relevant to the children's services department.
The Council do not believe that this is a productive use of Officer time and are considering this request to either be Vexatious or fall under the manifestly unfounded category. The Council do not have a index which they are able to supply the public, and the documents that would be held (or folder structure) would change from one day to the next. There will be documents and folders that will contain personal data as will be the identifying factor. This would appear to meet the 'manifestly unjustified, inappropriate or improper use of a formal procedure' that the First-Tier Tribunal have concluded from a previous vexatious case that they reviewed.
There is no benefit to the public in disclosing this type of information, and this was not the intention of the Freedom of Information Act when it was introduced. If you wish to know how your (personal) data is being used and held, then a Subject Access should be submitted.
