Under the Freedom of Information Act 2000, the following information:
1. Details of the consultation exercise the Council has undertaken in connection with fee settings for Residential services in the last 2 years (2021-2022 and 2022-2023).
The Council engaged C.co (part of CIPFA) in 2020 on a cost of care project. For Residential and Nursing services C.co received cost breakdowns from 17 different providers and produced a model for calculating a cost of care. We also undertook an “Open Book” process with our largest LD residential provider to determine the true cost of their business.
2. The Council’s policies on fee setting for care services for working age adults.
For uplifting existing services in April 2021 we established a % increase based on Inflation and the National Living Wage. We applied that to existing services with ceiling caps based on the consultation work above. We checked this against Care-Cubed rates where providers challenged our award. The same process will apply for April 2022 Uplifts but is limited to the total amount the Council can afford rather than reflecting the full CPIH, NICs and NLW rises.
3. Confirmation that the Council has taken advantage of the adult social care precept and the percentage/amount of this which has been allocated to services for working age adults, calculated on a “per individual” basis.
The council applied a 3% adult social care percept for 2021/22 and a 1% adult social care precept for 2022/23, however we do not allocate this at a per individual basis, the increase supports the Adult Social Care service as a whole.
