CALIFORNIA CROSSROADS ROAD IMPROVEMENT SCHEME
1. Please provide full costings, including initial budget, final price of project and cost to and payable by WBC, any cost overruns or indeed budgetted cost expenditure improvements, timescale for project completion specified in ITT, timescale specified in winning tender and specified in subsequent contract award, actual (achieved) project implementation period.
Contract is still live and therefore final project costs are not yet known. This information would be considered commercially sensitive as it could have an impact on bias for any future tender awards. (Section 43)
2. Details of winning contractor. Did contract include any provisions for delayed completion compensation, liquidated damages etc.
BQS Ltd were the winning contractor. The contract did not include completion gateways, however delays as a result of poor/slow performance, sub contractor supplier delays etc would have been payable by the contractor at no further cost to ourselves.
3. Details of all contractors submitting ITT responses, including names and prices quoted.
This is commercial sensitive information and could impact on all contractors future tender submissions. (Section 43)
4. Was any private finance involved in any part of project. What criteria were specified for tender evaluation.
The project was funded by developer contribution. Finchampstead Parish Council also contributed £100,000 to the scheme. This information is available on WBC’s California Crossroads webpage.
5. Does WBC believe that value for money criteria have been met and economic benefits, economies of scale etc are achievable.
As the scheme has been delivered within the amount provided by the Developer and legally ringfenced to be spent in this area, yes.
6. Was a cost benefit analysis undertaken either as part of tender evaluation or pre or post tendering.
Yes
7. What involvement and participation have Thames Valley Police and the PCC in the process.
TVP were consulted on the designs, and also notified of upcoming road closures and scheme durations. They were also in attendance during the Road Safety Audits for the project.
