1. Further to the above request. The Introduction to the Consultation Report includes a process diagram and I would appreciate it if you would provide the following, based on the indicated process sequence. Copies of:
a) The WCHAR Investigation Report ( indicated April 2018);
b) Concept Decisions report (indicated May 2018);
c) Notes/Minutes of the Steering Group meetings (indicated June 1018, September 2018, March 2019) along with any decision or action records;
It looks like the actual project build was delayed by the Covid emergency, hence please also provide:
d) Copies of any subsequent Steering Group meeting notes/minutes and/or any project change documents generated between mid-2019 and the start of construction mid-February 2024.

The Council are applying Section 12 to this question (Appropriate limit of 18hours). Under this exemption, it includes the following points:
• determining whether you hold the information;
• locating that information or a document which may contain the information;
• retrieving the information or a document containing it; and
• extracting the information from a document containing it.

We can confirm that we would hold the information. Officers would need to review 10 years worth of material as the project started in 2015. There would have been fortnightly meetings with designers and other meetings with Members, Steering Groups, Parish Councillors and residents, along with 100's of internal meetings between staff over this period. These will not have been saved in an orderly format where we would know the contents of the document, and we would need to go through staff archives to understand what is in each document. We would be unaware of which document would contain information relating to traffic signs within those minutes or documents.
