As stated on our website, it is the applicant’s responsibility to inform all stakeholders likely to be affected by a road closure or restriction. This requirement is conditioned under NCT11b at the permit application stage, ensuring that communication is a formal obligation.
While we do not have a standalone policy solely for monitoring compliance, we assess this through the following measures:
• Complaints and Feedback: If we receive reports from affected stakeholders (e.g., residents, businesses, or emergency services) indicating they were not informed, we will investigate and engage with the applicant to ensure corrective action is taken.
• Spot Checks & Compliance Reviews: Our Streetworks team and Area Inspectors monitor works and may request evidence of notifications where concerns arise.
• Permit Conditions Compliance: Failure to comply with NCT11b can be considered a breach of permit conditions, which may result in penalties under the New Roads and Street Works Act (NRSWA) or refusal of future permits.
