I enclose a recent copy of Section 65 of the Local Government Finance Act 1992 which provides information about the consultation requirements on precepting authorities with local business relating to the Council’s annual budget.
In my experience, the method of consultation can vary. For example, some Councils hold a S65 consultation meeting to which business representatives are invited, eg Chambers of Commerce,Institute of Directors, Federation of Small Businesses etc. As the legislation does not specify how the consultation is to be carried out, so most Councils do not hold a meeting.
Other methods of consultation include emailing all business ratepayers and local business organisations with a link to information on the Council’s website inviting feedback or a similar approach via an email business newsletter. Social media is sometimes used to publicise the consultation.
I do not understand why this enquiry would take 18 hours to investigate, ref your letter of the 19th July, which I would be expected to pay before a response is prepared. All I am asking is how the statutory consultation is carried out and with whom.
