I would like to request the following information regarding paper and cardboard recycling in your borough:

1. What are the contractual performance KPI's for this contract?
Paper and Card collected from the kerbside by Bracknell Forest, Reading and Wokingham Borough Councils is processed through a Material Recycling Facility which is operated by a contractor, on behalf of the re3 councils, through a PFI Contract. The PFI contract contains Performance Standards (KPIs) under 9 service outputs. These are:
1. Waste management and disposal
2. Waste reception and transfer
3. Household Waste Recycling Centre and Bring Banks
4. Markets for recovered products
5. Interface with the public
6. Contingency plans
7. Contract commencement and expiry plans
8. Service management
9. Health and safety

Fibre is sold baled and loose – depending on end destination.

b) Where is the end destination of the fibre?

5. What is your current collection method (dual stream, single source, kerbside sort or comingled)
Comingled.

6. What tonnage per year do you produce by fibre grade?
We believe this information to be covered under Exemption 21 of the Freedom of Information Act 2000. This states that there is no right of access to information via a Freedom of Information request if it is available to the applicant by another route.

WasteDataFlow is the system used by UK local authorities for municipal waste data reporting. The data entered on this system can be accessed by members of the public via a simple registration process.

Registered users can go to the reports section of the WasteDataFlow website and select the Councils and reporting periods that they are interested in. A range of reports are available but the raw data report for question 100 shows the waste type, quantity and destination of waste sent for treatment and disposal. This will provide the tonnage information requested in relation to fibre.

7. Start date & duration of framework/contract?
December 2006 – 25 Years.

8. Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?

9. Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
There is no extension clause.

10. Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
