1. I know there was a local contractor lined up to do the barkham solar farm. Who was this contractor?
The Council did not “line up” a local contractor “to do the Barkham Solar Farm”. Appointment of the contractor for the Barkham Solar Farm has followed a compliant competitive procurement process in line with the authorisation received from the Council’s Special Council Executive Committee held on 30 June 2022. At this time procurement for the construction of the solar farm has not been completed. Bouygues Energies and Services are currently appointed to complete the design of the farm.
2. Another larger contractor was chosen. Who was this contractor?

3. What stage did discussions get to with the first contractor? Where heads of terms agreed?

4. Has a contract been agreed?
A Pre-Construction Services Agreement with Bouygues Energies and Services has been signed.
5. When did negotiations start with the new contractor?
No negotiations took place as part of the procurement. The procurement route used did not permit for negotiations due to its competitive nature.
6. What differences are there between the discussions with the first contractor and the second in terms of agreement
Please refer to the answer to question 1. Only one contract relating to the delivery of Barkham solar farm has been signed.
7. On which date was the contract with the company producing the barkham solar farm signed
The contract start date is 30th January 2023.
