Offsetting requests received for Reception/Foundation children

In relation to offsetting requests received by LA in last 3 years for, Reception/Foundation start at age 5 (summer born children);
1. How many of these requests were allowed to proceed, where child's 5th birthday fell before September?
In 2021 there were 11 requests for summer born children to start school a year later ie the following September. In 2022 there were 10 requests and in 2023 there were 3 requests.
2. How many of these requests were denied and what was the reason?
Of these requests, in 2021 there was 1 of the preferred schools listed who refused in 1 case. This was the same in 2022 and in 2023. Reasons for refusal were not recorded.
3. Did any of these requests went through tribunal or mediation, if yes how many were allowed post tribunal/mediation?
I am not aware of tribunals or mediation as in each case it was just one of the preferred schools.
4. Additionally can you please point me to any procedure which parents needs to follow / adhere to while putting in an offsetting request?
