Community respiratory service funding

I'm seeking information on community respiratory service funding. I've asked ICBs and NHS trusts for this information, and they have referred me to local authorities to answer my questions.
1. What is the total resource funding utilisation in social care for exacerbating bronchiectasis in the last financial year?
2. How much is funded from NHS budgets? (if applicable) How much is funded by social care budgets?
We do not hold this data. ASC duties relate to Care Act and it is above our lawful limits to provide services which should be provided by NHS, which community respiratory services/services providing specialist support for individuals specific breathing conditions, would fall into. The second part of the question also relates to NHS budgets spends on such services, and we have no knowledge of this. The ICB may commission BHFT to provide such services.
