We request the following documents:
1. All correspondence including reports, letters, website submissions and emails, internal and external, and meeting notes the Council holds (officers and members) in connection with the Valued Landscape Topic Paper (2020 and the forthcoming 2024 versions), and associated Landscape Character Assessments (2019 and more recent version), and in respect of reference to Hurst, Haines Hill Valued Landscape, Haines Hill Estate and Stanlake Park.
2. In particular any of the above involving the Council's Landscape & Trees team, including but not limited to, Chris Hannington, Brigitte Crafer or any officer in said team.
3. The full ‘quantitative and qualitative data’ used to designate the ‘Haines Hill Valued Landscape’ (“HHVL”) as set out on pages 66 to 72 of the Valued Landscape Topic Paper, January 2020. [NB. This is described in Section 5 (page 8) of this Topic Paper where it covers the method used to determine which areas merit Valued Landscape designation locally and it states that it “takes into account both quantitative and qualitative data”].
4. Please supply all the ‘views’ used in support of the decision to designate the HHVL. [NB. This is described in clause 5.19 (page 12) of the ‘Topic Paper’ where it states “The views of a number of council officers, across disciplines and departments were taken into consideration including those from landscape architecture, trees, ecology and cultural heritage backgrounds. It was important that each Valued Landscape was recognisable and understandable by a range of professionals as well as the public”].
5. Provide evidence of the ‘professional judgement’ used in designating the HHVL. [NB. This is described in clause 5.12 (page 11) of the ‘Topic Paper’ where it states “this was a matter of professional judgement”. Also at clause 5.24 (page 13) where it states “professional judgement is required”.]
The volume of information being requested would exceed 18 hours to collate. We are able to provide links to the Topic Papers which are already published which the 2024 one was written by Chris Hannington.
