4. What are the Council’s entry requirements for joining its Self-Build and Custom Housebuilding Register.
CRITERIA – FOR ENTRY ONTO PART 1 OR PART 2

Applicants must meet all the eligibility criteria for entry on the register. Each individual applicant and every member of an association of individuals that applies for entry on the register must:
• be aged 18 or older.
• be a British citizen, a national of an EEA State other than the United Kingdom, or a national of Switzerland.
• satisfy any local eligibility conditions set by the relevant authority (but with regard to applications from members of the armed forces and ex-services personnel see paragraph 021);
• have paid any fee required by the relevant authority to enter or remain on the register; and
• be seeking (either alone or with others) to acquire a serviced plot of land in the relevant authority’s area for their own self-build and custom housebuilding project.

The Self-build and Custom Housebuilding Regulations 2016 and The Self-build and Custom Housebuilding (Time for Compliance and Fees) Regulations 2016 allowed local authorities to introduce a Local connection test.

The local connection test allows the register to be split into two parts. Applicants that meet the local connection criteria are put onto Part One of the register. Applicants that fail the local connection test but otherwise meet the eligibility criteria must be entered onto Part Two. The Council has a duty under the Self-Build and Custom Housebuilding Act 2015 (amended by the Housing and Planning Act 2016) to grant sufficient permissions to the number of applicants on Part One of the register. Entries on Part Two do not count towards demand for granting development permissions but relevant authorities must have regard to the entries on Part Two when carrying out the planning, housing, land disposal and regeneration functions

11. Confirmation as to how the Council monitors Self-Build and Custom Housebuilding planning permissions and completions.
Council receives CIL self-build exemptions and self and custom build planning permissions via planning portal. The first base period commenced on the date the Council first established its register (for WBC this was the 1 April 2016) and concluded on 30 October 2016. The second base period commenced on 31 October 2016 and ran until 30 October 2017. Subsequent base periods began on 31 October each year and have a duration of one year. At the end of each base period, council have 3 years to permission an equivalent number of plots of land, which are suitable for self-build and custom housebuilding, as there are entries for that base period. This duty does not apply to individuals or associations on Part Two of the register.

12. Confirmation as to how the Council alerts individuals and associations of individuals on its Self-Build and Custom Housebuilding Register to any self-build and/or custom housebuilding permissions it grants.
Self-build and custom build planning permissions are available to view on the council’s planning portal accessed through the website.

13. How has the Council publicized the existence of its Self-Build and Custom Housebuilding Register.
Council has promoted the self and custom build register on council’s website wherein individuals/associations can register their interest which later help councils assess the demand for self and custom build in the area.

14. Lastly, if the Council has publicised the existence of its Self-Build and Custom Housebuilding Register, when did this take place and by what means.
The council first publicised the existence of its self- build and custom housebuilding register via website since 1st April 2016
